ALEX CICCONE is an associate lawyer at Garrod Pickfield where he practices environmental, municipal, and land-use planning law. He obtained his Bachelor of Science in Environmental Sciences at the University of Guelph and his Juris Doctor from the University of Victoria.

Alex regularly appears as lead counsel on hearings before the Ontario Land Tribunal (formerly LPAT, OMB), the Environmental Review Tribunal, and before the courts on land litigation files. He also acts as lead prosecutor for several Municipalities and Conservation Authorities. He has advised large multi-national corporate clients on legislative compliance.

Alex has experience in assisting municipalities, conservation authorities, developers and private landowners, and community groups in addressing a range of municipal, planning and environmental matters including servicing, land/groundwater contamination issues and environmental and land-use approvals.

Development and Land Use Planning Issues

Alex has provided representation and advice to clients before the Ontario Land Tribunal and the Superior Court regarding planning matters and land-use approvals relating to development and approval issues including aggregate resources matters, including large, multi-week hearings/trials.

Municipal Law Issues

Alex has provided advice and a variety of legal services to municipal clients including drafting of agreements, legal opinions on matters arising from municipal-related legislation including the Municipal Act and prosecuting by-law infractions pursuant to the Provincial Offences Act.

 Other Environmental Approvals and Waste Management

Alex has provided advice to clients with respect to the approval or rejection of a range of projects (e.g. oil and gas, sewage treatment facilities, water supply systems) under the Planning Act, the Environmental Assessment Act, and the Aggregate Resources Act. He has acted for municipalities and other stakeholders for waste management proposals and peer review of landfill operations.

Teaching/Publication

Alex teaches a graduate-level course on Environmental and Planning Law at the University of Guelph and regularly speaks at panel discussions for legal conferences. He has contributed to several text and online publications including two editions of An Introduction to Environmental Law and Policy in Canada (2020 and 2024).
